Home builders can expect to go back to the classroom. At least in the county of DeKalb, Ga., they might. County officials have proposed new guidelines requiring prospective home builders to be licensed.

Burke says he thinks small builders will struggle despite the environment of low mortgage rates. "It possibly will discourage people from entering the building industry," he says. "We're going to start seeing a lot more education."

Texas Takeover - 2003-02-04
After going in to the Houston market last fall with the purchase of Parkside Homes, K. Hovnanian Enterprises has increased its market share by acquiring Houston's 11th largest builder, Brighton Homes.

With the combination of Parkside and Brighton, K. Hovnanian expects to sell more than 1,000 homes a year in Houston in this environment of low mortgage rates.
