Citizens will get a normal system of mortgage lending” before the end of this year, declared Vladimir Yakovlev, the newly-appointed presidential envoy to the Southern Federal District of Russia and the former Deputy Prime Minister.

According to Mr. Yakovlev, the State Duma plans to discuss bills aimed at improving the mortgage lending system before the end of the spring session.
