HUD reform proposal stalls as bureaucrats regroup - 2004-03-28
Bureaucrats at the federal Department of Housing and Urban Development devoted the ensuing days wiping egg off their faces.

"I think they have the best of intentions but I don't think they steered their proposal very effectively. They were never able to reach a consensus among the many industry factions nor Capitol Hill nor consumer groups," said Melissa Richards, general council for the California Mortgage Bankers Association.

Mortgage rates still low - 2004-03-28
Although up a bit from the week before, home mortgage rates are still close to near historic lows.

The latest survey by Bankrate-Dot-Com shows the average for a 30-year, fixed rate loan is now five-point-four-six percent. The historic low in their survey of banks came last year at five-point-two-eight percent.
