Dave and Kim Brewlager have resided in North County all of their lives. But over the Labor Day weekend, when most of their neighbors are going to the beaches or stoking barbecues, the 20-something couple plan to be touring apartments and picking through job listings in Portland, Ore.
For younger families, low mortgage rates have offset much of the run-up in prices, but scraping up a down payment has pushed ambitions of home ownership impossibly out of reach for many.
